A comprehensive guide to theory of change (120 pages with 40 pages of tools and resources) which can be used as a valuable tool for evaluating community engagement projects. It includes clear introductions to what underpins the approach, a step by step process to develop one, examples of summary visualisations, and a range of tools to facilitate multi-stakeholder processes to develop and iteratively use one.
The guide was developed by Dutch development organisation HIVOS with evaluation experts, and it emphasises a learning focused iterative use of theory of change that recognises the emergent nature of development and social change.
